Property Transfer Assessment Services

GEOLOGICA uses the industry-approved phased approach when performing environmental investigations and tailors the scope of services further to address the specific requirements of the site and client. If a client does not provide GEOLOGICA with specific scope guidelines for the ESA, GEOLOGICA performs the Phase I ESA in accordance with the American Society for Testing and Materials (ASTM) Designation E 1527-00ѓtandard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process. Typically, the three phases of our program consist of the following:

Sampling and testing for the levels and extent of contamination

Preparation of clean-up plan and remediation

In most instances, only the preliminary site assessment phase is required. Information developed during the first phase may indicate the need for a field investigation. At any stage in this process, if it appears that contamination is probable and our client has decided that the property transfer is not advisable, the project can be terminated and results summarized in a brief report. Of course, we maintain confidentiality in conducting and reporting our work. The scope of work in each phase of our program is briefly described in the following sections.


Industry Specific

  • Property Transfer Services for Financial Transactions: GEOLOGICA is approved as a provider of due diligence services by a number of institutions that require Phase I environmental assessments. For example, we have provided environmental due diligence services for power generation and other industrial facilities during major corporate acquisitions.

  • Environmental Support on Public Works/Infrastructure Improvement Projects: GEOLOGICA has had several long-term contracts for “as needed” service to local governments to providing on call, 24-hour environmental consulting support on large infrastructure construction projects aligned through areas of known soil and groundwater contamination. GEOLOGICA key personnel have assisted both the Sonoma County Department of Public Works and Transportation (DPWT) and the City of Richmond on two roadway construction projects since 1991 and 1994, respectively.

  • Brownfield Redevelopment Services: GEOLOGICA is working with several developers and redevelopment agencies involved in the redevelopment of contaminated property in the bay area. For example, GEOLOGICA key personnel have been working with the Redwood City Redevelopment Agency to develop properties impaired by prior industrial use. For these projects, we have favored innovative solutions including in-situ encapsulation, on-site treatment, or reuse/recycling of waste materials, rather than off-site disposal, which can be extremely costly and pose long-term liability concerns. Services have included: statistically based sampling; facility closure programs; interaction with project architects and engineers to minimize (or eliminate) generation of excess contaminated soils requiring off-site disposal; development and negotiation of Soil Management Plans (SMPs) with the Regional Water Quality Control Board (RWQCB) and the Department of Toxic Substances Control (DTSC); environmental support during construction, utility trenching, and landscaping; perimeter air monitoring for dust and lead; and preparation of final reports documenting the locations of contaminated material remaining at the site.
